The design is a assembly of building blocks who support the concept of creating a new urban layer in Rotterdam. The roof, the new ground floor, a domain that is mostly unused and is an ideal area for parks and squares.

“The roof, the new Public domain, the new ground level”
In addition to the wish of the Dakendagen to connect all roofs ROFFAA sees the value of making roofs public domain, especially in the densely build and as good as entirely paved city Rotterdam.
Of all Rotterdam roofs about 14.000.000m2 is flat and covered with bitumen. The municipality of Rotterdam has spoken the ambition to develop these flat roofs from black bitumen rooftops to vegitated- waterstoring- and energy roofs. Although the municipality forgets the opportunity to make them public and so introduce a ‘New Ground level’ in the city.
